On analysing the responses to the consultation, one of the main themes which emerged was that people would like to see more work done to raise awareness around the core messages of safeguarding adults. In particular, people felt that more should be done to inform members of the public about the different forms of abuse, and what people can do if they are concerned that either themselves, a family member, friend or neighbour has been the victim of, or is at risk of abuse.

In response to the findings from this years consultation, the board have developed a communication and awareness raising strategy. The strategy details numerous different steps that we will take to raise awareness of safeguarding procedures. Steps range from ensuring that promotional material such as leaflets and posters are available in key locations across the city including GP practices and libraries, to promoting key messages through social media. We will continue to work on the plan and will provide more feedback on our progress in next year's annual report.

Following the initial consultation concerning the proposal to merge Atkinson Road Nursery and Atkinson Road Primary Academy, the City Council has decided to proceed with the next stage of the process.  This is to publish a formal proposal.  Anyone may comment or object to the proposal.

• Residents losing some of their view of the park from their homes. Woodland 'block 4' (at the northern boundary of the recreation ground, next to Gorse Hill Way) was reduced in size to address this.
• Concern about possible anti-social behaviour in some areas, raised by residents and Northumbria Police. We decided not to plant on woodland 'block 1' for this reason.

• There will be replacement tree planting in three existing planting areas on the southern Blakelaw Road boundary, after residents expressed concerns that many of these trees which were previously planted in 2021 have since died. This time, the trees will be planted with spirals and canes for support, and there will be an ongoing maintenance programme.  
• Woodland 'block 3' will not be planted, as site visits and desktop surveys have shown that there are constraints on planting here due to underground services and utilities. Instead, heavy 'standard' trees will be planted near Ponteland Road after listening to residents' feedback that trees planted here will help reduce to carbon, capture air pollution, and make the area more visually appealing. 
• All new trees will have spirals and canes for protection after residents expressed concern that previous trees planted on the site lacked protection whilst they were establishing themselves. 
•  Residents raised concerns about ongoing maintenance, so all new tree planting will include an ongoing maintenance programme by the council's Grounds Maintenance team.
  
  

• Planting area 1 will now contain trees which produce berries and fruits for the community to pick – a lovely idea from the consultation. 
• Planting areas 2 and 4 were removed from the final planting scheme, due to feedback from residents about their concerns over losing some of the view from their homes of the park. 
• All new trees will have spirals and canes for protection to take into account residents' concerns that new trees being planted without protection will die. 
•  Concerns were raised about ongoing maintenance, so all new tree planting includes an ongoing maintenance programme to be undertaken by the council's Grounds Maintenance team.
•  We also received feedback that many residents were unhappy to see so much litter and fly-tipping in the area. We have listened to this feedback, and our Leisure Team is working with the Prince's Trust in Newcastle and Tyne & Wear Fire & Rescue Service to clean up the park before the new tree planting takes place.

• Connected Voice, a Newcastle-based organisation offering advice and support to the voluntary and community sector, publicised the consultation to their members through their email bulletin in April 2022. 
• A video of Newcastle City Council’s specialist pharmacy advisor explaining the consultation and encouraging people to take part was posted on Facebook and Twitter. The video reached 1600 people across the two platforms.

• Pharmacies are typically visited once every two weeks to once a month, for users to collect a prescription for themselves or someone else. Respondents were likely to use the same pharmacy each time. 
• Over the counter items were most likely to be bought once a month. 
• Weekdays between 9am and 6pm were the most common time to visit a pharmacy. 
• Walking was the most common method of transport to get to a pharmacy, with the most popular travel time between 0 and 15 minutes. Proximity to home was considered the most important aspect of pharmacy location. 
• 27% of respondents felt they could talk to a pharmacist about something private or sensitive. More than half of respondents said their pharmacy usually has a separate consultation room. 
• 78% of respondents rate their local pharmacy services as ‘good’ or ‘very good’.

1. Allocation and letting’s policy should be representative of all people especially those with physical and mental disabilities.  Care should be given when changing the policy to include needs for those who require additional support such as carers or specialist equipment. 
2. The views and concerns of customers must be at the centre of the policy and proposed changes if a greater level of customer satisfaction is to be achieved. 
3. Continue to build on best practice to improve the customers' experience and expectations when applying for social housing.  Make it a quicker and an easier process. 
4. Staff development for officers to help support vulnerable tenants with mental health issues and other protected characteristics.  This will help remove barriers for those trying to access social housing and will meet the needs of the applicant. 
5. The final NITV Report to be distributed to NCC departments and appropriate working groups. 
6. A definite need for better communication by developing opportunities for tenants and customers to have informal discussions, share issues, concerns, and ideas with Fairer Housing Unit and YHN officers. 
7. Continue to protect the rights of the most vulnerable customers by ensuring staff have the correct tools, knowledge, training, and expertise to provide a consistent and effective service for customers. 

The Councils Response:  You Said We Did 

• We proposed: To remove the income limit so the amount you earn will not stop you applying to join the housing register. 
• You said: 72% (13 out of 18) of participants who commented, felt strongly that people on high incomes should not be allowed to join the housing register and felt that the allocation of social housing should be limited to people on lower incomes. 
• This Means:  We agree with your views and will be keeping the £50,000 income limit. 
• We Proposed: In addition to the current policy, if you refuse three suitable homes you will not be able to bid for properties for 12 months.  
• You Said: 80% (16 out of 20) of participants who commented, disagreed and felt that this policy would have a negative impact on the most vulnerable applicants and no consistency in decision making in terms of the suitability of a property. 
• This Means:  We agree with your views and will not be introducing a refusal policy. 
• We Proposed:  That people who don’t have a local connection to Newcastle will have their housing needs assessed. If they would otherwise have qualified for Bands A, B or C they will instead be awarded a new ‘Reduced Priority’ band.   
• You said:  57% (4 out of 7) of participants who commented, disagreed and felt that local residents should be prioritised above people with no local connection to Newcastle. 
• This Means:  We agree and have created an additional band which will ensure that applicants with a local connection to Newcastle will be offered a property before an applicant with no local connection and the same level of housing need. 
• We Proposed:  To redefine the current awards and introduce a new additional Band B: Urgent award so that people at risk of homelessness would be awarded Band B: Urgent earlier. 
• You Said:   69% (9 out of 14) of participants who commented, disagreed with this proposal. 
• This Means:   We agree and have made further amendments to the homeless priority band awards. 
• We Propose: All comments received that were not related directly to the Allocations proposed changes, will be used to inform future delivery of social housing. 
• You said:    People used this opportunity to provide their thoughts and comments about wider issues relating to the allocations process and the provision of social housing in Newcastle. 
• This Means:  You may have influenced changes to the future of social housing in Newcastle.

  • better accessibility for disabled people

• There was strong and clear support for the Movement Strategy, with almost 80% agreeing with the vision of creating a more inclusive, green, healthy, and thriving Newcastle.
• Many of you want a bolder, more ambitious, and more urgent approach. Many felt that active transport should be proactively enabled, rather than just encouraged or promoted, through the development of networks and transport systems that would increase changes in behaviour.
• There were also some concerns that car users are not offered the same levels of ‘inclusivity’ as others. Comments focused on the practical needs of car users, which some thought can often be overlooked.
• Walking is the most frequent form of travel, with 84% of people walking at least once a week. This compares to 63% of respondents who said they use a car, van, or motorbike once a week, 47% using the bus, and 34% cycling once a week.

• 'Food growing opportunities' was what people in the survey valued most about allotments - 66% of those with an allotment who took part said this.

"Looking at patients' experience leaving hospital is an important part of understanding the effectiveness of the hospital discharge process. This report looks at discharge pathways 1-3, which include patients who still have significant care needs after leaving hospital, focusing on two particular hospitals in Newcastle – the RVI (Royal Victoria Infirmary) and the Freeman Hospital. 
Our findings suggest a lack of clarity, with 82% of participants being unsure what discharge pathway they were put on. Communication between hospital staff and patients remains a significant challenge, as does coordination between healthcare teams and caregivers. This has an impact on follow-on care, with patients reporting a lack of post-discharge communication and feelings of anxiety due to insufficient information or misunderstandings."

• Warning notices will be issued for the first 6 months for the first contravention for each vehicle.
• Once a warning notice has been issued, we will not issue anything further to this motorist for a further 14 days to allow the warning to reach the motorist so that they can hopefully comply with the restrictions. 
• If after 14 days of the warning going out if the motorist contravenes again a penalty will be issued.  The penalty is £70.00, discounted to £35.00 if paid within 21 days.
• After 6 months all warning notices end and penalties would be issued for the first contravention.
