Please give us your views on our proposals about enforcing Moving Traffic Contraventions (Yellow Box Enforcement).

Councils can now apply to the Department for Transport (DfT) for designation of enforcement powers for moving traffic contraventions, under Part 6 of the Traffic Management Act 2004. This means that powers of enforcement that were previously owned by the Police for enforcing restrictions such as yellow box junctions and banned turns, could transfer to the Local Authority. 
The yellow box at the junction of Christon Road / Great North Road has been identified as the first location for these powers to be applied for and trialled. 
Safety concerns have been raised at this junction, particularly at peak times, as drivers blocking the yellow box prevent others leaving Christon Road from turning right on to Great North Road. This has resulted in an increase in the number of drivers using the wrong side of the road to exit Christon Road to turn right on to Great North Road, travelling illegally across a pedestrian crossing and creating a major safety risk. 
The proximity of this junction to four local schools (St Charles Primary School, Gosforth Academy, Gosforth East Middle School and Archbishop Runcie First School) means that the pedestrians at risk in this location are often school children. 
The powers for the Local Authority to enforce the yellow box in this location will:
  • Minimise delays and congestion through ensuring the correct use of restrictions
  • Improve the performance of the highway will contribute to better general safety for all parties, as well as reducing emissions and air quality.
It will also enable the police to focus on more complex matters.
Although this site is proposed to be the first in the city, there will be potential for additional enforcement sites to follow with varying locations currently under review.
