Independent Review of the Newcastle Late Night Levy 2026

Newcastle City Council has commissioned an independent review of the Late Night Levy — a charge paid by pubs, clubs and bars that are licensed to serve alcohol after midnight. The money raised funds things like late night safety marshals, additional police patrols, CCTV, the Safe Haven van on Bigg Market, taxi marshals, street pastors, and training for venue staff to help them recognise and respond to vulnerable people. The review is being carried out by Dr Christopher Hartworth of Barefoot Research and Evaluation, independently of Newcastle City Council and all partner agencies.
