Licensing Policy Cumulative Impact Review 2026 - Have Your Say

We would like to hear your views on Newcastle City Council's "Cumulative Impact Policy", part of our Statement of Licensing Policy 2023 - 2028.

We are responsible for licensing premises that provide alcohol, regulated entertainment and late-night refreshment. As part of this, we are carrying out an Interim Cumulative Impact Policy Review as part of our statutory responsibilities.

The "Cumulative Impact Policy" is part of our overall Statement of Licensing Policy 2023-2028. It means that we have identified areas of Newcastle where there are large numbers of licensed premises and where this could have a negative effective on the surrounding area, and take this into account when making licensing decisions. You can read more about this on p.64-85 of the Statement of Licensing Policy here: Statement of Licensing Policy 2023-2028

Your feedback will help us understand how the policy is affecting local people, businesses and organisations, and identify any changes that may be needed which make sure our licensing policies continue to support local communities while managing licensed premises fairly and effectively.

What will happen next
People giving us their views will help us ensure that the review is informed not only by evidence and legal considerations, but also by the practical experiences of those affected by the Statement of Licensing Policy 2023-2028. We want to encourage meaningful discussions that will help shape the policy over the next two years prior to a full review in 2028.
