Meaningful Engagement Session: Tenancy Agreement and Rightsizing Policy - This consultation has now ended

Join us for a Meaningful Engagement Session exploring how important housing information is shared with tenants. We'll look at how tenancy agreements can be made clearer and easier to use, and discuss how the new Rightsizing Scheme should be communicated in a way that is supportive, respectful and easy to understand.

Meaningful Engagement Sessions give tenants the opportunity to influence how services, policies and important information are communicated. This session will focus on two areas: the tenancy agreement and the new Rightsizing Scheme.

We are not asking tenants to approve legal wording or make decisions about policy. Instead, we want to understand how tenants experience receiving and using important housing information, and what we can do to make that information clearer, more accessible and more useful. 

During the session, we will:
  • Share how feedback from previous engagement activities has helped shape our approach to engagement and communication.
  • Explore tenants' experiences of receiving and using tenancy agreements.
  • Discuss what makes housing documents easy or difficult to understand.
  • Consider how information can be better organised, summarised and signposted.
  • Introduce the new Rightsizing Scheme and explain why it is being developed.
  • Discuss how the scheme should be communicated to tenants in a way that feels supportive, transparent and respectful.
  • Explore the language, information and reassurances that would help build trust and reduce anxiety. 

The feedback gathered will help us develop tenant-led principles for presenting tenancy agreements and shape guidance on how the Rightsizing Scheme is introduced and discussed with tenants. This will help ensure future communications are clear, accessible and focused on the needs and experiences of tenants.

Thank you to everyone who took part in our Meaningful Engagement Session on the tenancy agreement and Rightsizing Scheme. Your feedback has helped us better understand how tenants experience receiving, using and understanding important housing information, and how we can communicate complex topics in a way that is clear, accessible and supportive. 

What We Heard

Tenancy agreements should be easier to navigate
Tenants told us that tenancy agreements can feel overwhelming, particularly when people are trying to find specific information quickly. Participants valued clear summaries, contents pages, signposting and visual prompts that help them locate the information they need without having to read large amounts of text.

Accessibility must be designed in from the start
Participants highlighted the importance of making tenancy information available in a range of formats and ensuring support is available for those who need it. Suggestions included larger print, audio versions, clearer information about available adjustments and providing more time to explain agreements during the sign-up process. 

Information should be supported by human conversations
Tenants felt that understanding important housing information is not always about the document itself. Many highlighted the value of follow-up conversations, opportunities to ask questions and proactive support from housing staff, particularly for people experiencing major life changes or difficult circumstances. 

Rightsizing communications should focus on choice and support
Feedback on the Rightsizing Scheme focused strongly on how it is communicated. Participants felt it was important to explain why the scheme exists while emphasising that rightsizing is about choice, support and opportunity rather than pressure or expectation. Tenants advised that communications should acknowledge people's attachment to their homes and use clear, reassuring language. 

Clear, respectful communication builds trust
Across both discussions, tenants consistently highlighted the importance of plain English, clear explanations and honest communication. Participants told us that trust is strengthened when information is easy to understand, expectations are realistic and support is available when needed. 

What Happens Next?

The feedback gathered through this session will be shared with the relevant service areas and used to inform future work on the presentation and accessibility of tenancy agreements, as well as the communication approach for the Rightsizing Scheme. We will continue to keep involved tenants updated on how their feedback has been considered and used.
