Meaningful Engagement Day: Tenancy Agreement, Fences and Voids Policy, Website Navigation and the People's Budget - This consultation has now ended

Join us for a Meaningful Engagement Session focusing on housing information, policies and services. We'll explore proposed improvements to the tenancy agreement, a redesigned housing website, the Void Management Policy and a new Fencing Policy, helping to ensure information is clear, accessible and reflects tenants' expectations and experiences.

Meaningful Engagement Sessions give tenants the opportunity to influence the information, policies and services that affect their day-to-day experience as council tenants. This session focuses on four areas where clear information and communication are essential: the tenancy agreement, the housing website, the Void Management Policy and the Fencing Policy.

We will begin by revisiting feedback from a previous tenancy agreement session and sharing how tenant feedback has influenced a proposed redesign. Participants will have the opportunity to review the new layout and consider whether key information is easier to find, understand and use in real-life situations.

We will also explore plans for a redesigned housing website. Tenants will be asked to consider whether information is located where they would expect to find it, how easy it is to complete common tasks, and what housing performance information should be published and prioritised.

In addition, we will discuss the Void Management Policy, which sets out what happens between one tenant leaving a property and another moving in. Rather than reviewing the policy line by line, we will explore whether it reflects tenants' expectations of a council home and whether the information provided would help new tenants understand what to expect before moving in.

Finally, we will look at the proposed Fencing Policy. This discussion will focus on whether responsibilities for fencing are communicated clearly, what practical issues tenants may encounter and what information or support may be needed when the policy is introduced.

During the session, participants will have the opportunity to:
  • Review the redesigned tenancy agreement and test how easy it is to find important information.
  • Explore a proposed housing website structure and discuss common tenant journeys.
  • Identify what housing performance information matters most to tenants.
  • Share expectations about the standard of a property before a new tenant moves in.
  • Discuss communication and customer experience relating to the voids process.
  • Explore how fencing responsibilities are understood and what support tenants may need.
  • Highlight opportunities to improve information, communication and accessibility across housing services.

The feedback gathered will help shape future communications, website development and policy implementation, ensuring that information is designed around the needs, expectations and lived experiences of tenants.

Thank You

Thank you to everyone who took part in our Meaningful Engagement Session. Your feedback has helped us improve the information, policies and services that tenants rely on, including the tenancy agreement, housing website, Void Management Policy and Fencing Policy. We also shared how feedback from previous consultations has been used to influence changes and improvements.

What We Heard

Information should be easier to find and understand
Participants were supportive of the proposed tenancy agreement redesign and welcomed the use of clearer layouts, colour, icons and signposting. Tenants also highlighted the importance of accessibility, plain language, visible contact details and providing additional support to help people understand their rights and responsibilities.

Tenants want a simpler and more accessible website
Feedback on the current website highlighted difficulties navigating information and accessing services. Participants supported clearer navigation, prominent quick links and easier access to housing performance information, including complaints performance, Tenant Satisfaction Measures and service improvements.

Consistency is important when tenants move into a property
Tenants wanted greater clarity about the standard they can expect when moving into a council home. Participants highlighted the importance of consistent inspections, clear communication and using new tenancy visits to identify and resolve issues quickly.

Clear responsibilities and communication are needed for fencing
The majority view was that Newcastle City Council should retain responsibility for fencing. Participants felt this would create greater consistency across estates, improve appearance standards and reduce confusion about responsibilities. Clear communication was identified as essential if any changes are introduced.

What Happens Next?

The feedback gathered will be shared with the teams responsible for the tenancy agreement redesign, website development, Void Management Policy and Fencing Policy. Suggestions and concerns raised during the session will be considered as this work continues, helping to ensure future information, services and policies reflect tenant expectations and experiences.
