Community Wellbeing Service for Adults Survey 2025 - This consultation has now ended

Please give us your views to help us shape a community wellbeing service that meets your needs and those of your community.

The Public Health team at Newcastle City Council would like to hear the views and experiences of local residents for the recommissioning of a community wellbeing service for adults. We would like to understand:
  • What kind of health and wellbeing support adults in Newcastle need
  • What might stop people from using these services
  • How we can make services easier to access and more helpful
Your views will help shape future health and wellbeing services for adults, so they work better for everyone in the community.

What is a Community Wellbeing Service?
A community wellbeing service is designed to support the physical, mental, emotional, and social health of individuals by working directly within local communities. Support is tailored to each person’s situation, and it might include simple advice, help finding the right service, or more in-depth support over several weeks. These kind of services support people experiencing some difficulties before things get too overwhelming. They're like a safety net—helping people manage challenges early so problems don’t grow into full-blown crises. Example of the support provided include improving mental health and wellbeing, building confidence, learning new skills, getting help with money or finding a job, connecting with others and taking part in community activities. The aim is to help people feel more confident, connected, and in control of their health and life.

Result

Between July and September 2025 we consulted over 260 people across Newcastle to help us redesign the Community Wellbeing Pathfinder service. We consulted residents, professionals, and current service users and providers. People shared their views through focus groups, a workshop, 1:1 interviews, and online surveys. 

We received 181 questionnaire responses (133 from residents and 48 from professionals). In addition, we consulted 88 participants through focus groups, the workshop, and 1:1 interviews, including 28 residents, 46 professionals, and 14 current service users and providers.

Main findings

The main findings from the consultation are summarised below:

1.      Accessibility remains a key barrier to support
Residents and professionals highlighted challenges such as transport, digital exclusion, and service location. Residents value services delivered in local, familiar community settings and flexible options such as drop-ins.
 
2.     Challenges in navigating services make it difficult for people to access support
Many participants were unsure where to go for help, and professionals also reported unclear referral pathways. Participants highlighted the need for clearer information and support to help people find and access services. Professionals highlighted the need for better coordination between services to reduce fragmentation and improve continuity.
 
3.     Demand for holistic, person-centred and flexible support
Participants emphasised the importance of services that address the full range of wellbeing needs, with flexible formats, support that lasts as long as needed, and personalised approaches.
 
4.     The current service is valued but could be strengthened
Current service users and providers value quick access, personalised and holistic one-to-one support, and flexible delivery in community settings, but highlighted the need to improve awareness of the service, extend support beyond the current 12-week timeframe, and strengthen follow-up after sessions end.

What happens next

Feedback from the consultation has informed the design of a new Community Wellbeing Pathfinder Service. The service is planned to be commissioned by Spring 2027.
