Meaningful Engagement Session: Competence and Conduct Standard - This consultation has now ended

Join us for a Meaningful Engagement Session focused on the Competence & Conduct Standard. This session will give tenants the opportunity to help shape how Newcastle City Council engages with residents on matters relating to staff professionalism, standards of conduct, accountability, and tenant scrutiny.

Meaningful Engagement Sessions are flexible opportunities for tenants to come together and discuss topics that matter to them, helping to shape services, policies and future plans. This session will focus on the Competence & Conduct Standard and how tenants can play an active role in influencing and scrutinising decisions relating to staff professionalism, behaviour and accountability.

The government expects councils to provide meaningful opportunities for tenants to influence and scrutinise the development of policies and decisions relating to staff competence and conduct. Before deciding how this should work, we want to hear directly from tenants about what meaningful involvement looks like and how we can make participation accessible, transparent and effective for everyone. 

During this session, we will explore:
  • What meaningful engagement, influence and scrutiny should look like in practice.
  • How tenants would like to be involved in discussions about staff professionalism and conduct.
  • Barriers that may prevent people from taking part and what the council can do to overcome them.
  • The best ways to gather views from a wider range of tenants, including those who do not usually get involved.
  • How tenant feedback should be considered as part of decision-making processes.
  • What checks and balances should be in place to ensure tenant views are listened to and acted upon.
  • How the council can demonstrate accountability and provide clear feedback on decisions and outcomes. 

Through a mixture of discussion and interactive activities, tenants will help design an engagement approach that is accessible, meaningful and fit for purpose. The ideas and recommendations gathered during the session will be used to develop future arrangements for tenant involvement and provide clear routes for influence and scrutiny, ensuring tenant voices remain at the heart of decision-making.

Your feedback has helped us understand how tenants would like to be involved in shaping and scrutinising policies and decisions relating to staff professionalism, conduct and accountability. 

What We Heard


Tenants want a genuine role in scrutiny and accountability
Participants felt tenants should have meaningful opportunities to influence and scrutinise policies and decisions relating to staff conduct and professionalism, rather than simply being informed after decisions have been made. Clear routes for tenant involvement and accountability were seen as important.

Engagement must be accessible and inclusive
Tenants highlighted the importance of ensuring all tenants have the opportunity to participate, including those who do not usually get involved. Participants discussed barriers to engagement and suggested a range of ways to make involvement more accessible and representative.

Transparency is essential
Participants wanted clear information about how decisions are made, how tenant feedback will be used and how the council will demonstrate that tenant views have influenced outcomes. Regular feedback and clear communication were identified as key priorities.

What Happens Next?

The feedback from this session will be used to develop a consultation and engagement plan for the Competence and Conduct Standard. The draft plan will be shared with the SIFT group for review and approval before being implemented. We will continue to update tenants on how their feedback has shaped the final approach and future opportunities to get involved
