Following the electoral review of Newcastle upon Tyne and changes to ward boundaries, together with proposals submitted by parish councils, the Council is reviewing parish governance arrangements within the city.
What we would like you to do
We are consulting with residents and interested parties between 14 August 2026 - 28 September 2026. We would like to hear your views on our proposed changes to community governance, and also your thoughts on parish governance arrangements in the area being reviewed. Your feedback will help us assess the proposals and, where appropriate, make changes before preparing our draft recommendations for the Council's Cabinet to make a decision on.

- altering parish boundaries;
- merging existing parishes;
- changing parish names;
- reviewing councillor numbers;
- abolishing existing parishes; or

Proposed changes for Parish Councils
Before we started the Community Governance Review on 31 July 2026, Newcastle City Council received proposals from Brunswick Parish Council, Hazlerigg Parish Council and North Gosforth Parish Council. We have also identified potential changes for the remaining parishes within the review area. We will consider these proposals as part of the Review, and this will help inform the Council's draft recommendations, which we expect to publish for consultation in November 2026. What happens next
All submissions received during the initial consultation will be carefully considered before we publish our draft recommendations. The draft recommendations will be subject to a second period of public consultation in November 2026, providing a further opportunity for residents and community organisations to comment on the proposed community governance arrangements.
Following this second consultation, we will publish our final recommendations. These will be considered by our Constitutional Committee in December 2026 before being referred to Full Council for approval in January 2027.
Any changes approved will come into effect for the next ordinary parish council elections in May 2027. The consultation results will be published here in due course: Let's Talk Newcastle - Consultation Results
