Community Governance Review 2026 - Second Consultation

Please give us your views on our Draft Recommendations for community governance arrangements in the parish areas of Newcastle upon Tyne. Following the electoral review of Newcastle upon Tyne and changes to ward boundaries, together with proposals submitted by parish councils, the Council is reviewing parish governance arrangements within the city.

What we would like you to do
We are consulting with residents and interested parties between 2 November 2026 and 30 November 2026. We would like to hear your views on our Draft Recommendations as part of our ongoing Community Governance Review. Your feedback will help us assess our recommendations and, where appropriate, make changes before the Final Recommendations are approved by the City Council.

The Community Governance Review started on 31 July 2026 and an initial consultation period ran between 14 August 2026 and 28 September 2026. Building from feedback generated in consultation, we identified a series of changes that we believe will help improve community governance in our parish areas.

It is our responsibility to ensure community governance continues to reflect the identities and interests of local communities and operates effectively and conveniently.

The Draft Recommendations and associated parish maps can be seen below under ‘Related Documents’.

What happens next
All submissions received during the initial consultation will be carefully considered before we publish our Final Recommendations. The Final Recommendations will be considered by our Constitutional Committee before being referred to Full Council for approval in January 2027.

Any changes approved will come into effect for the next ordinary parish council elections in May 2027. The consultation results will be published here in due course: Let's Talk Newcastle - Consultation Results

There is also a Polling Place and Polling District (PPPD) Review underway. This PPPD Review will help implement the changes from the Community Governance Review. You can provide your views on this consultation here [INSERT LINK to PPPD]
